Why are certain Pokémon so difficult to obtain without trading/transferring?

For example, Tyrogue has no standard wild locations. Just Poke Radar, Friend Safari, hidden, etc.

Are Pokemon like Tyrogue treated this way because they're overpowered? It's not particularly controversial like Jynx or Porygon.
