Probably because they have a type-change gimmick and normal is considered neutral.

The only other type that makes sense is electric and it doesn't really embody any common electric characteristics.

Because its signature move, Conversion, would make anything other than Normal kinda weird. Also being digital doesn't necessarily mean it should have electric powers.

Whats the stance on saying the plural form of a Pokemon's name?

Like, for example, is it "Look at all the Pikachus" or "Look at all the Pikachu"?

Type Changing Pokemon have a habit of starting off as Normal Type (excluding Reflect Type). Kecleon, Porygon, Arceus, even fan mons like Royjibiv are type changing normal types. Makes sense when you think about it.
