Not that big of a deal, albeit it's exaggeratedly long for the species it's based in and clearly meant to emphasize the whole mermaid/selkie aspect to it rather than sea lions themselves. Barrettes are bubbles, which can disparse when attacking or at least, that's what I got from the concept art. Possibly to make its 3D model easier to build upon, but then, you might as well not have given it hair.
>Eye style
Clearly explainable due to Fairy type. Fairy types often have this glowy eye trait. Eyelashes are sort of a overkill in here and feel unnecessary.
>Starfish earrings
A concept that you can easily use because it's often associated with mermaids and selkies and the bottom of the ocean in general.

This CAN be a great turn off to those who like sea lions in general but don't have interest on mermaid/selkie mythology though because this basically means "fuck sea lions". So, don't be FUCKING surprised when someone has a distaste for this starter, they probably expected a performing sea lion at best (like those of a circus and that's where the whole clown association came from). No one saw the concept behind these coming and the only ones that did were the ones who wanted Popplio to become something like this in the first place.

Could also be fins, but it looks hard enough to be spikes, which might aid it underwater and be some sort of protection against unwanted enemies.
HOWEVER

This was overkill.
Mermans and male selkies also exist, but this design clearly has specific traits that make it quite hard to envision it as such. If it were made more gender neutral, we could have avoided all this "it's too feminine" shit.
It's a great concept, but it clearly has flaws for it to support both genders.
