well I guess if you get stuck in a battle with a high level wild mon it might be useful but at that point you are just doing it wrong

Water gun, ember, vine whip, thundershock...pretty much any low level move that gets a much stronger version later on like hydro pump and fire blast.

Synchronoise.
A psychic-type move that hits only the Pokemon with the same type as yours, learned almost exclusively by Psychic types.
Umbreon also gets it, but it always fails due to obvious reason.

true but having a low level move as a backup when you run out of PP for the powerful moves is a good idea
