It would take to much effort to do and eventually it would reach a point where "exclusive" moves are just renames.

Even when a pokemon does get a signature move, it usually becomes a regular move in, like, two gens.

I like Legendaries having signature moves, but regular pokemon (besides gimmickmons like Smeargle) don't really need them

It doesn't even take another gen for a pokemon's signature to not be spread out across other mons, Greninja had Water Shuriken but Accelgor gets it too
