Brobat is a great indicator of another pokemon's potential, at least during the main game. For all the reasons OP said, it is easy to take a pokemon, any pokemon, and put it in a party with a member of the Zubat line. If the pokemon in question performs as well or better than Zu/Gol/Crobat then it is generally a decent pokemon.

In-game it learns headbutt really damned early. To have a lvl 9 mon with a 70 BP stab move backed by a respectable attack stat is pretty good.

Don't get me wrong, it's a solid option for early game for pickup, headbutt, and HM use, but that's about it.
