Oak was a champion. The games explicitly state that no one except champions are allowed into the hall of fame rooms, and Oak escorts the player into the room in multiple games.

Considering that the only attack Nidorino had in its natural moveset back then that could damage Gengar was Poison Sting, Oak must have TM'd it with Water Gun/Bubblebeam, Ice Beam/Blizzard, and/or Thunderbolt/Thunder.

One of them would have to have a child at either 18 or 19 due to two pregnancies I would assume would be 9 months each. It's not impossible, but highly unlikely both of them would become parents at such a young age.

It's not that big of a deal, 10 is old enough to do most things in Kanto, so 19 or 20 is fine.

Well he was coming to congratulate him actually on becoming the Champ. Just by the time he arrives Red has already beaten him.

So canonically by the time you get out of Victory Road, Oak is likely entering it, seeing as how it seems he doesn't have a Pokemon with Fly or else he'd have just flown there the moment Blue became Champion.
