Why wasn't Lucario a Fighting/Dragon type instead of Dragon/Steel?

Life energy (aura) is what Lucario's entire concept is based around, and Dragon Pulse is one of the last moves it learns by level-up.
As shown by Pokemon like Altaria and Alolan Exeggutor, you don't have to be an actual dragon to be a Dragon-type, you just have to possess this "life energy".
