They're slowly phasing out Megas, first they will turn it into a legacy mechanic, then they will slowly "forget" to implement in later games.

Mega Evolutoin was never going to be excluded in the first place.

This is a ruleset that technically everyone wins in.

People who like Megas can still use them, just not in VGC stuff for now, and people who don't like them can experience how the new metagame plays out without the power creep of Mega Evolution if they play in VGC-related battles.

They did however ban the other half of the Pokedex that you couldn't obtain natively in XY despite Bank being usable and being able to breed.

This isn't a big deal.

I don't think that "No Mega Stones are allowed." Means that there aren't any Megas in the game. Because alola Pokémon won't have mega forms. So maybe that's why.
