Also if the anime and manga are anything to go on, it's that Pokemon have personalities fostered by their species as well as experiences. For example wild Pokemon are more feral, pets/Pokemon that live with people are more domesticated and naturally if the games had some sort of personality system they would grow and have different personalities as they mature alongside their trainers.
A Pokemon having a personality is a good thing anyways, people are constantly bitching about how the animations are boring and lifeless, Pokemon having personalities gives the animators ideas for more varied and personal animations.
