Are you retard? If you give leaf stone evolution for Eevee it wont make any sense.
Dawn and Dusk stones were a thing at Gen IV but Espeon and Umbreon still evolving with happiness.

Happiness evos is a feature that is accessible no matter what and doesn't require devs to do anything special to implement.

Area-specific stones is unnecessarily convoluted and forces GF to slap down some dumb asset in the middle of nowhere.
