Sophicles is apparently the one who gives you this feature so he can't be too late game, but probably not early either. I feel like this will be around the same time you got join avenue in bw2.

This, along with the plus emblem that only points up that they're all wearing, and the fact that if we had 4 for each island it would make 16, and maybe have lusamine and guzma be the last 2. It all adds up.
