You might have a gentle natured one, okay it's a bit of a stretch, but let's go full autist and think about it. It has to obey you by attacking other pokemon and using certain moves. Outside of that, there is no indication of its personality. It's idle animation is just a big fish.
Compare that to Dartrix. You can't stop him flicking his hair like some rich bisshie in a shoujo manga. And Popplio will always be a show-off.
Isn't every pokemon supposed to be different? Since gen1 they've been hammering the idea that every pokemon is unique, but now every Dartrix is haughty snob? Okay.

Why can't I have a shy Popplio, or god forbid, a Popplio that acts like a sea lion. We're way past that point though.
