There are generic Z-moves that everyone can use, with any attack of the right type, and there are unique Z-moves for special Pokemon that are separate. And we also know Snorlax's unique Z-move must have Giga Impact specifically, so it *probably* just means the unique ones are tied to a particular move. But generic Z-moves can be used by anyone. This is what we know.
