Kanto is not in the game. The SM soundtrack was announced and confirmed to have around the same number of tracks as ORAS. If Kanto were to be in the game, they would have to have much more tracks in the soundtrack.

Yes Kanto and Alola are styled after Japan and Hawaii but they are not literally those places. They are fictional regions with a culture and style inspired by real world locations.

Alola isn't Hawaii anymore than Skyrim is Scandinavia for example.

I figured the sets were just a collection of items that only really made sense in their region, like the Griseous Orb or DNA Splicers. Kanto doesn't really have anything like that.
