not everything that gets drawn in the GF office makes it to the final game.

a drawing is just a drawing. there are lots of designs that get modified or shelved during the making of a game.

There's a huge difference between that and the level of detail in the leaked starter evo pics.

It's probably concept art for the anime. Woob at, Dewott, Servine, and Iris were also leaked through anime concept art.

GF don't produce pokemon the same way as this era, because now it's a huge gaming house after the success of Pokémon, these are rough drawings that changed, there is scare/no concept that's severely detailed and drawn out of a Pokémon that's been later changed or scrapped.

Is having all three starters fully evolved a common thing in the anime now? I haven't watched in ages. It's a bit weird that early anime concept art would be of that and not of the first stages.

Animation is different from game development. For the anime, you'd need these things to be approved months in advance. The leaked sheets are probably one part of a much bigger set of settai, model sheets that show how things move and how they look in 3D space.
