Remember, a lot of Pokémon don't originate in the Region they're introduced in.

Eevee are only found in the wild in Kalos. (You can find stray ones in Castelia City too though, which is neat)
Steelix naturally evolved in Sinnoh, Iron Island, before humans figured out how to trigger the evolution elsewhere.
Yungoose are explicitly from another Region.
Alolan Exeggutor is implied to be the original, and the ones that showed up in other Regions are actually Evolved to survive in non-tropical environments. Especially Kanto, where Exeggutor likely evolved the Psychic typing to surviva against all the Poison Pokémon.
Pretty sure Murkrow and Houndour only actually show up in Kanto, and Jynx isn't found in the wild in Kanto, but rather Ice Path in Johto.
Serperior is probably popular with nobility in Kalos, and they didn't forget it either.
There's a lot of these cases of Pokémon not belonging to the Region they were introduced in, both intentional and unintentional. So yes, either unintentionally, or intentionally, Brionne could be native to Kalos.
