Whilst there are a couple of reasons it could be Fairy, keeping it one type denotes purity.

If it were to be a fairy type it would probably be one of the most versatile one of them all I mean really it can know twister, safeguard, and ice beam, blizzard, dragon tail, and recover along with a slew of other non water type moves think it would be a bit OP
