The voretx might have been a dying universe and Arceus was set to create a new one. One of Arceus' plates says "This plate is infused by the power of defeated giants" or something like this.

OR the Vortex is where the Unown come from and the created the egg along with the Mystri Stage in Sinjoh to have a place for the egg to hatch.
