It has nothing to do with the string. The string's job is to pull back the ends of the bow. That's what transfers energy into the arrow. Snapping back into place launches the arrow. It's literally impossible for Robinhoot's arm to imitate that motion.
You are using false equivalence because it's accepted that Pokemon summon substances out of nowhere. That's not the issue. No one is complaining that Robinhoot has infinite arrows or whatever. The issue is that the way he uses them makes no sense.
It would be like if the game regarded Conkeldurr's pillars as swords, and showed them slicing through things like swords. It goes against any sensible understanding of swords, to the point where you wonder why they bothered to push that theme.
