I believe Lucario's tail and "shorts" look like that because its fur is made of steel so it becomes all compacted for more efficiency and defense. Do you agree?

I've repeated this too many times, but the reason Lucario is a Steel type is because it has "nerves of steel," and an "iron will." As well as "fists of steel," and "a heart of steel". The placement of its spikes are symbolic of the last two, and that's also why it gets Justified.

It's also a Steel type because it's cooler than pure Fighting, or course.
