Houndour is a Kalos pokemon and Slugma is a Hoenn pokemon. They were introduced to Kanto between the events of Gen I and Gen II, much how lots of foreign pokemon were introduced into the wild of Unova between BW and B2W2.

Neither are Johto mons.

Mt. Silver is technically part of Johto, even if you can't access it until later.

Also larvitar is catchable in the HGSS safari zone.

Forgot to mention that list is about Pokémon that couldn't be obtained before beating the Elite Four. Or in Sneasel/Larvitar's case, before getting all 16 badges.
And is Safari Zone Larvitar available before beating the E4? Never liked that Safari Zone all that much so never bothered to do anything with it.

You can use it in kanto just fine. The levels of trainers arent scaled up to 50 by the time you catch it.

Houndour is found in the same patch as Growlithe is in Red.
They just didn't notice the dogs weren't orange, because they didn't even know what Night was. Or they never saw them because they were never out at night.
