On top of this, all HMs are deletable freely. Every HM is given to you before, or immediately after you get the required badge, to prevent some kid from surfing to an island, then deleting surf with no way to reteach it. No city requires an HM to leave, without at least a tiny patch of grass containing a Pokemon that can learn the HM before this obstruction, and a strangely generous old man that gives out free Pokeballs to people who have none.
Cut, Flash, and Rock Climb get better distribution. Anything with teeth, claws, or blades gets Cut, any Psychic, Fire, or Electric type, along with anything that learns many of those types of moves gets Flash. Anything with legs gets Rock Climb.
