They're doing it that way because the starters have an offensive move of their own type right away. If he chose the stronger starter it's an instant loss for you. If they make him into a stronger rival they'll probably have make his team around what starter you choose.

That's a stupid reason. You could lose your first fight against Gary in the original games without consequence, and if you actively try you can also lose to Shauna in your first fight when she has the weaker starter as well.

Maybe instead they should just let you lose the first fight so you have an actual rivalry?
