Though it's literally the only reason I can think for these dogs being pure rock type, it'd be weird to reference poi dogs without making it a poi dog.
But it's completely possible designer just liked the look of wolves more, but wanted the lore of Poi dogs anyway.
Either way, I don't know why people are freaking out that the fossils haven't been revealed yet.
