Earlier this year (or late last year maybe) he contacted the guys at TPP and they agreed to help him finish the hack, they ported the ENTIRE THING from Gold to Crystal to be easier to work with, and now we're finally seeing the finished product.
TL;DR: It's a sequel to one of the earliest "real" hacks of a Pokémon game, was super ambitious, and now we're seeing the finished product after 9 years. It's the ROMhack equivalent of Half-Life 3 getting released.
