Miltank has the third highest base HP found up to that point, the first being Jigglypuff who can be found early in the wild and is a minmaxed shitmon and the second being Dusparce who is a rare encounter early on and it's found at low level. Its attack is equal to Machop's and Geodude's and only outclassed at that point by Bugsy's Scyther. If you check out the northern routes before tacking the gym then it gets outclassed by the Magmars used by a Firebreather on route 35 and a Raichu used by a Pokefan in the national park and if you put some effort into finding them, Heracross, Pinsir, Granbull (grinding a freshly caught Snubbull in crystal) or a Hitmon (Assuming you got lucky with the egg the Day-Care man gave you on Crystal and evolved Tyrogue)
Its defense is only outclassed by a Schoolboy's Tangela on route 36 and Onix (Minmax Shitmons). Also it's the second fastest Pokemon you fight in the game up to that point. It only gets outsped by 5 points by a Kadabra used by a Medium on route 36 and by Bugsy's Scyther
Its Spdef is trash but most special attackers at that point either don't damage it hard enough or can't take a hit unless they have a nifty level advantage.
It has a gimmick that will catch you off guard and that is you don't see the move Rollout being used by anything else up to that point only as a TM you get by exploring route 35 and even then it's hard to calculate the increasing damage. It can also flinch you with its speed and attract will make sure your tough guy only party gets punished incredibly hard. Lastly it has a self recovery move. If you were under Attract's effects and don't attack literally any of her other moves can punish you pretty harshly by either Increasing the Rollout counter, Stomping you to add a flinch chance on top of charm chance or just healing half of her massive hp.
Not to mention it has only one weakness and the only mon that carried it was obtained from a random npc in the mall. And she's only walled by Rock/Ground.
