Are official Pokémon Gyms required to specialize in a single type? It seems rather odd that the top trainers in the region each exclusively use one type, considering the weaknesses that that would fail to cover.

Is Blue allowed to have varied types because he's the Professor's grandson and/or a previous regional Champion? Or is he the only Gym Leader who has the sense to make a balanced team?
