Totodile without question.

Chikorita is all defense and not much else while Cyndaquil has the exact same stats as Charmander.

Atk is way higher than SpAtk but all water STAB moves are special in gen 2

SpAtk is solid and all fire STAB moves are special, can learn Flame Wheel early too

Favours defensive play with good bulk and regeneration moves, hard mode early game

I picked all of them and I can say Chikorita offered the most fun experience.
