It doesn't really matter, the thing is weak to the most common attacking types in the game. Not to mention it's slower than a sack of potatoes.
It doesn't exactly have stellar defenses either.

Not to mention if Salandit ends up being any good it's going to be total Toxic bait for it because of Corrosion.

Not really, a lot of steel types have good defenses, abilities, secondary typings and movesets to back them up.
Just look at Ferrothorn, Skarmory, Heatran and Aegislash.

Steel on it's own is pretty trash.

Many good mons are made not solely by typing, but by stats, abilities and all that. The weaknesses suck, but it also has valuable resistances to Rock, Flying, Fairy, Ice and Dragon while having many other occasionally useful resists.

Take 20 points from attack (the useless mega boost) and 5 points from defense and add them to speed, because water cannon propulsion.
103 base speed is enough to perform well in OU.
