Not all sex with children has to be rape. Many kids play doctor among themselves, what's wrong with a kid playing doctor with daddy or an adult friend? When I was 11, I hit puberty, I was horny as shit. Incredibly attracted to older men. At the time, fooling around with an adult wouldn't have done any harm to me. My dad, when he was 6 he and his 15 year old cousin sucked each other off. He says it didn't affect him, but that it seems weird now.
Of course, penetrative sex at certain ages will be harmful, but that's not all sex.
Kids know what upsets them, what doesn't, and what feels good. Society's reaction to a kid who wasn't damaged by sexual contact, can be very damaging itself.
