Was it confirmed ? It seems weird to me that the chara design of a main character could look like that with the crazy hair and stuff. While Winona share some characteristic with both beta designs such as "wing shaped" blue hairs, flying theme in both of the artwork etc...

if you look closely at >>29060048 you can see the style of the outfit is similar to the main characters in RS, also she seem to carry a backpack and a clock-like device like the Pokenav on her wrist meaning that it was soppose to reference the player and not an NPC
