The only other case where quad weaknesses are crippling to this extend are nuzlockes with randomized movesets, where literally anything can suddenly pack a 4x attack to (close to)oneshot a Pokemon, making mons with them unviable short of fast leads.
In standard competitive quad weaknesses are only relevant on bulky mons that are meant to take a hit but won't in such a case, and on fast frail attackers against priority attacks, and even then your team should pack appropriate pivots to fall back on.
