It's not a big difference, but early game, you'll probably use Tackle a fair number of times, whether it's to defeat wild Pokemon, get them into a better HP range for catching, or to defeat Trainer Pokemon.
After all, there's always the possibility stat RNG or type match-ups or abilities mean Tackle may actually be better than an other choice of offense...
For what little time you have it during, anyway.
So, even if it's not a big change, do you think this will make early in-game more or less challenging?
