Most people recognize how flightless birds look and it's clear looking at Doduo that it is a flightless bird - therefore, it's flying comes as a surprise. It's not well known that not all crabs are aquatic, and even if it was there's few things to distinguish Crabrawler from a regular crab so adding a water typing wouldn't actually be surprising, it's more or less what most expect. Going against the norms of a species makes sense (in the context of making a pocket monster) when the fact isn't obscure, but doesn't when the fact is.
