Aside from OHKO, evasion and sleep clauses smogon metas aren't too different from gamefreak approved metas in terms of how a pokemon's individual power plays out. The stuff that's good in VGC is also generally either good or banned in smogon doubles. The stuff that's banned from Smogon OU is the stuff that completely dominates battlespot.
Anyways, ice type should lose its fighting weakness and gain a +50% defense boost in hail like how rocks get a +50% defense boost in sand. That alone would make Obamasnow sort of viable.
