Many are saying "oh cause they are version exclusives." Version exclusives usually have been revealed by now or hinted at, like Lycanroc's forms, or just saved as a surprised like the Mega Stones. My thing is I think a lot of the Alolan forms, be it actually finding them or them being Totem Pokemon, versions exclusivity is being saved for the launch.
That being said, it would make more sense for Alolan Ekans and Meowth to be version exclusive Alolan Pokemon, given we just had RBY released on the 3DS and a flood of people coming in thanks to GO, so marketing wise it would make more sense to have this happen:
Alolan Meowth is on Moon, but you can transfer a normal one from XYORAS or Blue especially to get the normal one in January. You can't trade for them yet and want something else for Christmas. Oh look XYORAS is marked down! I'll get Y so I can play through that too to get normal meowth since not a lot of people have SM yet and can find it easier. Or oh hey you get something neat if you transfer normal Meowth or Ekans or Vulpix or Growlithe to your games fromVC RBY! Might as well since no one has them and Nostalgia and Pokemon Go!
Prompts people, mostly parents, to either buy nostalgia games for just ten bucks for the kids who liked go, get XYORAS since they are older and want the normal form mons, or newly made hardcore fans who want a reason to use pokebank come January. Legit makes a lot more sense then randomly throwing Alolan Pokemon together to see what fits. Cause why not make more money exploiting ALL your resources than just one? A lot of people bought yellow which doesn't have meowth or ekans and a few others, meaning TPCi by moving up the PB4SM-VC RBY's release date they are basically having us be MORE tempted to buy more than just Yellow, more than just ORAS. It's literally a strategic move on their part, or tactical move, to get even more product sold.
