Those are the Pokemon the public knows to logically exist.
Pikipek had a dex entry showing it evolves twice. Those are his spots, confirmed by the older version having empty spaces between each starter stage. Toucan being separate from Pikipek means it's a monster all its own.
Similarly the Pokemon at the bottom are ones that have been alluded to or outright seen in trailers.
Shadowed means we've seen hints, colored means we've seen it in a trailer itself and that it's confirmed for no Alola form.
