Gen 4 OU was very different. Could you imagine a world where Dusknoir was OU? Or where using Substitute and a stat boosting berry was more than just a dumb gimmick?

Torterra does absolutely nothing, so yes. You can still run an Agility set, its not the greatest but it has solid coverage and decent SpAtk to do some damage or sweep late game.
