It's (mostly) a single city, but the city itself has multiple dungeons and neighborhoods, it takes longer to traverse than any mainline Pokemon game from any one extreme to another, there's no random encounters and yet there's still a shit ton more things to do than in any Pokemon game which is why there's an actual quest log. Which brings me to the next question...
>Like what?You can fish, you can catch bugs, you can catch ghosts, you can perform quests for people that range from fetch quests to treasure hunts with friends half a town away, you can hunt for things that show up in tabloids, you can fight crime that shows up randomly, there are quizzes and fusion mechanics and item chests, you can look under cars and vending machines for treasure or ghosts, it's just dense.
