Because volt tackle and bolt strike are signature moves? If we're talking about a hacked Pokemon then obviously we'd give it the strongest physical electric type moves but if we're being realistic then it being a faster not as strong tyrantrum is the most likely option. Love the Stego btw.

Johto was an exception to almost every rule, the games were an expansion pack/epilogue to the original games more than a full generation. You could even limited tradeback to RBY.
