I honestly don't see how it's overdesigned. Take away the circles and it has nothing but a grey biped lizard with feathery tufts.

The design is made to emulate warrior monks. How would you do that with Jangm-o's line without making it "overdesigned" when there are much worse offenders to the term.

I would say a lot of new pokemon aren't overdesigned, but THIS specifically is. For example pic related is one of my favorite pokemans this gen and it's nice and simply designed. Besides, I think it is somewhat excusable for it to have a lot of details on it considering that the scales are supposed to represent chainmail, but that's kinda besides the point.
Yeah, I know I took the bait, but it was still a fun point to think about :^)

It looks like its got dreadlocks, its just looks stupid, especially with the tail. It should have either been headress or staff tail, not both. It just looks cluttered with both. I don't care about what the design is based off of, it doesn't excuse a shit design. Those random scales that don't have yellow on them bother me to, the one on the back looks like a tentacle
