Pokemon has diversity on their side. They can create macho cool-looking Pokemon to cater to competitive boys. They can create cute adorable ones to cater to girls. They can create weird unique ones to cater to hipster eccentrics. They can create gimmick Pokemon to cater to alt battle styles. They can create Pokemon with a competitive edge which allows abuse for the Wifi Trolls. And finally...they can create Waifumon for the degenerate perverts out there who'd use one in their team just so they can say their team has their precious flavor of the month mon in their team.

Considering each new generation loses sales compared to the prior, it's imperative to give their current supporters what they want. That's the nature of economics.

They put Waifumon in games....because people like Waifumon.

Yea there are many waifumons (or all pokemon are waifumons if you are devastated by drugs enought) and can be good and better in some categories... but no one will be good in ALL categories as gardevoir.
