Only with a flashcart. I think there was some absurd workaround back on one of the DS titles, but that was only relevant when the servers were still up.

Thanks, I lost/sold all my old pokemon games and I've been wanting to play them all again starting from emerald using emulators I wanted to know if I could transfer my party all the way from there to AS on my hacked 3DS

The easiest way to do it is to use computer-based emulators to transfer the Pokemon from gen 3 to gen 5, then plot the save file onto the flash cart. Trying to use a GBA flash cart to do it is possible, but it's a pain in the ass because it needs a very specific configuration for gen 4 games to read it.
