It needs those extra stats way before changing and essentially it'll never have a "true" ability, hell Aura Break would of been something.
Game Freak loves to fuck up things. I'm not sure what I really think of Samurott though, I think the design is great but it is similar to how the changes are vastly different from its pre evo, pretty much like Combusken to Blaziken.
