Missing Volcanion because for no reason, they decided to make it available on November while litteraly the rest of the world can have it now
I-if I can't have it by a legit way yet, does this mean I still have caught'em all in France ?

No, I'm not exact like that. If I bred for them sure. But let's say for example, Pidgey. I catch three of them, make two evolve, keep the third as Pidgey in whatever level I found it. If the evolutions can be caught you can do that too, it's a matter of preference. You can also catch only one, idk, Rufflet, make it evolve, then make the egg for the Rufflet instead of going to catch another.

Using a Gameshark or something feels like cheating and people willing to trade away a Mew or Celebi seem rarer than Shinies. So I can get everything shy of all the event pokemon but that's still falling about 20 short...

Ignoring evolutions alone, Technically you can't "catch" volcanian, diancie, or hoopa, or some earlier event pokemon.

So no one has actually "caught" all 721.

Across Pokebanking Gen 6 and a VC copy of Blue, I have at least one Pokemon of every line, alongside all legendaries and mythicals.
Some middling things like All Unown, All Deerling Forms.
I will have a full living dex by the end of Gen 7, all forms of Pokemon (barring Spinda and Pumpkaboo/Gourgeist Sizes) included.
