It has one eye open, the bottom part of the anchor is the smile. Think of the center of the circle as a kind of nose.

Honestly I still dont see the anchor as a smile. What i see is the two eyes (one closed), the seaweed nose in the middle, and the empty middle of the wheel as an open smile. It looks derpy af
