Probably not. Just like other event and heavily scripted Pokémon, they are likely shiny locked and the shiny exists as filler data.

Seriously, this 'the data exists so it's obtainable' meme is stupid. Anything you can battle is required to have a shiny sprite, it does not automatically mean you can capture it.
