Alolan Meowths were selectively bred to have certain traits by Alola's nobility. They were likely never meant to evolve and were thus forced to wear Everstones.

Once Alola's nobility were deposed, Alolan Meowth's were forced out into the wilderness and went feral. Those that evolved into Alolan Persians wound up deformed and more Meowth-like because of excessive eugenics selecting for those traits.
