I kinda felt the same way for gen II legendaries.
Meanwhile gen III's weather trio and regis actually had more lore and "pressure" behind them and they managed to feel "legendary" like Mewtwo.
Gen IV overdid what gen III did and ended up looking silly. Platinum kinda fixed that for Giratina though.
Gen V felt less "legendary" since the box legends were closer to humans and even got canonically caught, but despite that it was fine in its own way.
Gen VI had more or less the same problem of gen II. The legendaries just pop out of nowhere and just stand there.
As far I've seen the Tapu Kokos are kinda like Gen V's box legendaries and I like that. Meanwhile Solgaleo and Lunala give me gen VI vibes.
